"This paper will examine the role of national legal systems in both
perpetuating and preventing genocides. On the positive side, a strong national 
legal system can act as a bulwark against human rights abuses and persecution of
minorities. On the negative side, law has not  necessarily been able to prevent
genocides. The paper  will examine a particular example of this phenomenon:
the inability of  German law to prevent the Holocaust. "
