Markusen and Totten's abstract on Darfur genocide investigation for IAGS, Boca Raton This presentation will examine the motives, methods, and implications of two unprecedented, historic investigations of alleged genocide while the killing and dying were going on: the US government's Atrocities Documentation Team (ADT) and the United Nations Commission of Inquiry on Darfur (COI). The ADT data led to a US government determination that the atrocities in Darfur constitute the crime of genocide, as defined by the 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide. In contrast, the COI did not conclude that genocide had occurred or was occurring in Darfur, while acknowledging that further investigation may change that conclusion. The presenters will summarize, compare, and critique both initiatives in judicial intervention. The authors were investigators on the ADT.
